Baking soda is there...as it should be with chocolate. Sounds like that cake is going to come out really moist with all that butter AND oil. My kind of chocolate cake.Missing ingredient in chocolate cake recipe.?
You have the baking soda in the recipe here. It is usually one or the other.

I always use self rising flour and it takes the guess work out of any cake recipe.

Add a cup of sour cream to this omitting nothing and it will be super moist and tasty!

Spray you cake tin or pan with non-stick spray and then sprinkle it generously with granulated sugar. the cake will come out clean as a whistle.
The baking soda is listed. A recipe that has boiling water and buttermilk often does not require baking powder, so I think the recipe is correct as it is. If you add 1 tsp of baking powder to the dry ingredients I don't think it will hurt it.
avoid the salt, and baking soda, and use SELF RISING FLOUR. no guess work in that.

but it is Baking Powder your recipe is missing. and if you follow this recipe, use All purpose flour or cake flour.
1 teaspoon of baking soda is already listed in your ingredients. I don't think you're missing anything.
It has baking soda in it. 1 teaspoon. Looks to me like the recipe has everything it needs.
Recipe is fine, continue as directed.

it's one or the other.
